Ambassadors
to Germany gather to discuss draft law on the Protection of Cultural Property

Ambassadors and representatives of 12
countries, Bolivia,
China, Ecuador, Egypt, Guatemala, Iraq, Jordan, Lebanon, Mexico, Mali, Peru, Sudan
gathered in the Embassy of Egypt in Berlin in order to discuss the German draft
legislation concerning the protection of cultural property (in German: Kulturgutschutzgesetz ). The meeting was
opened with a presentation of the draft law held by a representative of
the Federal Government Commissioner for Culture and the Media. After a
comprehensive introduction to the genesis of the legal framework for the
protection of cultural heritage in Germany and within the scope of the 1970
UNESCO Convention on the means of prohibiting and preventing the illicit
import, export and transfer of ownership of cultural property, the new
provisions of the draft law were highlighte .
The gathered representatives recognized Germany’s
efforts to further develop the necessary legal
framework to protect the international cultural heritage, and welcomed the
presented improvements by the draft law currently discussed by the German
parliament (Bundestag).
With respect to the pillage of archaeological artefacts and the damage
done to the cultural heritage of mankind, the represented states assume their
duties at home to prevent such illicit activities; however, they face their
limits with respect to combating the main cause of this phenomenon abroad
being the pressure generated by the high and ever increasing demand of the
international antiques market, particularly in Europe and also in other
regions, which offers an incentive for illicit trafficking in cultural properties.
Thus, the
German initiative which also aims to have effects on the
illicit market is welcomed and observed by the represented
states. They follow with great interest the ongoing debate to adopt
the proposed legislation, and they also declare their
willingness to foster the dialogue with the German authorities to achieve
better protection of cultural heritage on the national and international level.
